Westat is seeking an experienced individual to manage staff and coordinate activities in the development of a web-based Performance

Management System (PMS) for a project based in Ethiopia. Responsibilities include contributing to the design of the system; assisting in streamlining the Mission Portfolio Review process; analyzing the data in standard contractor/grantee reports to ensure the PMS generates data for the Mission’s reports; developing annual work plans and ensuring adherence to the plans; ensuring the quality and timeliness of deliverables; managing the budget; and leading development of project reports. Strong project management experience and experience working with USAID is required. Qualified candidates must be familiar with USAID monitoring and evaluation (M&E) policy, indicators, and reporting requirements; have a technical understanding of IT systems (performance management, M&E, knowledge management) though being a programmer is not required; and have an understanding of the information system development process. Long-term or extensive short-term experience working in Ethiopia is essential. Qualified candidates must have a graduate degree in a development-related field and at least 10 years of professional experience.
